On the occasion of a repulse of a sortie of Russians by Sir De Lacy Evans's division on the 26th of October, 1854, Mr. Hewett, then acting mate of Her Majesty's ship Beagle, was in charge of the right Lancaster Battery before Sebastopol. The advance of the Russians placed the gun in great jeopardy, their skirmishers advancing within 300 yards of the battery, and pouring in a sharp fire from their Minié rifles. By some misapprehension the word was passed to spike the gun and retreat; but Mr. Hewett, taking upon himself the responsibility of disregarding the order, replied that "Such order did not come from Captain Lushington, and he would not do it till it did." Mr. Hewett then pulled down the parapet of the battery, and, with the assistance of some soldiers, got his gun round, and poured upon the advancing column of Russians a most destructive and effective fire. For the gallantry exhibited on this occasion the Board of Admiralty promoted him to the rank of lieutenant.
On November 5,1854, at the battle of Inkermann Captain Lushington again, brought before the Commander-in-Chief the services of Mr. Hewett, saying, "I have much pleasure in again bringing Mr. Hewett's gallant conduct to our notice."

HIGGINSON. (LIEUTENANT, 1839.)
FRANCIS HIGGINSON entered the Navy, 15 Nov. 1813; and on 25 Feb. 1814, while serving, as we are informed, on board the EUROTAS, of 46 guns and 320 men, Capt. John Phillimore, was present in an engagement of two hours and 10 minutes, which rendered captive to that ship, after she had incurred a loss of 20 men killed and 40 wounded, the French frigate La Clorinde, mounting 44 guns and 12 brass swivels, with a complement of 360 picked men, of whom 120 were killed and wounded. He subsequently (when in the SEVERN 40, Capt. Hon. Fred. Wm. Aylmer) shared in the bombardment of Algiers, 27 Aug. 1816 ; and on 1 Jan. 1839, having passed his examination in 1828, he was promoted to the rank of Lieutenant. He obtained an appointment in the Coast Guard 27 Feb. following; but has been on half-pay since the autumn of 1845.
Lieut. Higginson, who is Senior of 1839, has been presented with a medal by the Royal Humane Society. AGENTS-Messrs. Chard.

My Lord, I have been honoured by the receipt of your Lordship's despatch of the 13th April last, acquainting me that Her Majesty has been pleased to appoint Captain Sir Henry Huntley, R.N., in addition to his appointment as Her Majesty's Consul in this city, to be Her Majesty's Arbitrator in the Mixed British and Portuguese Commission established here under the Treaty of the 3rd July, 1842, between Great Britain and Portugal for the suppression of the Slave Trade.
I have likewise the honour to acknowledge the receipt of a Commission under the Royal Sign-Manual, bearing date the 5th April last, by which the Queen has been graciously leased to appoint me to be Her Majesty's Commissioner at this place, and to confer the before-mentioned appointment on Sir Henry Huntley.
In accordance with your Lordship's directions, I have introduced Sir Henry Huntley to my Portuguese colleagues as Her Majesty's Arbitrator, and the prescribed oaths having been duly administered to that gentleman and myself by the President of the Relacao as the Principal Magistrate of this place, in conformity, with the requirements of the Treaty, at a sitting of the Mixed Commission, this day, the fact of our having entered upon the duties of our respective offices as Commissioner and Arbitrator was recorded on the Minutes of the Court.
